【摘  要】随着社会的不断发展，我国固定资产的更新速度也越來越快，所以必须要着重于对自身国有固定资产的安全性与完整性进行保障，并且实现对这些固定资产的保值与增值效果，使其能够更好地成为单位发展的重要推力。就现阶段来看，如何能够保证国有固定资产的保值增值是需要着重考虑的问题。论文以此为核心来探讨在新形势下做好国有固定资产的保值和增值的对策，希望能够为各单位提供参考。

【Abstract】With the continuous development of society， the updating speed of China's fixed assets is getting faster and faster， so we must focus on the security and integrity of our own state-owned fixed assets， and achieve the maintenance and appreciation of these fixed assets， so that it can better become an important thrust for the development of the unit. At the present stage， how to ensure the maintenance and appreciation of state-owned fixed assets is a problem that needs to be considered emphatically. The paper takes this as the core to discuss the countermeasures of maintaining and increasing the value of state-owned fixed assets under the new situation， hoping to provide reference for each unit.

1 引言

国有固定资产是在管理过程中非常重要的工作之一，也是其自身管理的重要组成部分。可以说，在长期的发展下，大多都着眼于自身的业务等进行发展，但是却没有对自身的国有固定资产进行重视，在管理上还存在思想陈旧、管理体系建设较差的情况，甚至有很多单位因为害怕犯错误而不敢做出创新和改革，国有固定资产就此贬值甚至是面临着不完整、不安全的情况，介于此，企业必须要加强对国有固定资产的保值与增值工作，为其自身的发展提供较好的物质保障。

2 国有固定资产管理的目的

2.1 促进企业自身发展

国有企业作为我国经济的支柱性企业，在促进就业、改善民生、推动创新、实现经济发展方面起着十分重要的作用。长期以来，国有企业的经济来源较为单一，随着国企改革进程的不断推进，经济来源逐渐朝着多样化的方向发展，其中固定资产占据重要位置。……
