摘 要 本文介绍了上海市某三级甲等传染病定点收治医疗机构应对新冠肺炎救治的实战经验，对患者收治全流程管理、同质化管理等各项管理举措进行了总结。本文认为传染病医院应当进一步完善学科建设，建立综合救治能力强的医疗队伍，合理规划临床救治布局，及早引入心理干预机制，构建全方位应急救治医务管理体系，确保医疗质量与医疗安全。

Discussion on the medical management experience of emergency treatment in COVID-19 fixed-point medical institutions

ABSTRACT The practical experience of a third-level first-class designated medical institution for the treatment of infectious diseases in Shanghai in the treatment of COVID-19 was introduced and the management measures such as whole process management and homogenization management of patients treatment were summarized. At the same time， the author puts forward that hospitals for infectious disease should further improve the discipline construction， establish a medical team with strong comprehensive treatment ability， and reasonably plan the layout of clinical treatment. In addition， it is necessary to introduce psychological intervention mechanism at early time to build a comprehensive medical management system for emergency treatment so as to ensure the quality of medical care and medical safety.

2019年12月以来，湖北省武汉市相继出现多例不明原因肺炎病例，现已被证实为一种新型冠状病毒感染引起的急性呼吸道传染病[1]。上海市公共卫生临床中心（以下简称“公卫中心”）作为维护上海市城市公共卫生安全的桥头堡单位，承担着上海市新冠肺炎确诊患者定点收治的任务。本文以此次公卫中心新冠肺炎救治经验为背景，主要探讨传染病定点医疗机构应急救治医务管理体系现状，提出相关建议，旨在进一步提高医院应急管理水平。

1 收治现状

2020年1月20日，公卫中心收治第1例确诊病例。截至2020年12月8日24点，公卫中心累计收治确诊病例1 332例，出院1 256例，死亡7例，出院治愈率94.3%。自2020年3月5日收治首例境外输入病例以来，截至2020年12月8日，累计收治境外输入病例930例，分别来自60多个国家和地区，无死亡病例。
