摘  要：运用SWOT分析法，将与新图书馆建设密切相关的内部优势、劣势和外部的机会、威胁等，通过调查列举并依照矩阵形式排列，用系统分析的思想，把各种因素相互匹配并加以分析，对图书馆所处的情景进行全面、系统、准确的研究，进而根据研究结果制定相应的发展战略、计划以及对策。以沈阳大学新图书馆建设为契机，应用SWOT分析法到图书馆建设的探索和实践，势必给图书馆建设工作提供更多的科学参考和指引，有效减少和避免决策的失误及资金的浪费，保证新图书馆建设更加科学和经济，达成良好预期，实现理想目标。

On the Application of SWOT Analysis in the Construction of New University Library

——Take New Library of Shenyang University as an Example

Abstract： By using SWOT analysis method， this paper makes a comprehensive， systematic and accurate study on the situation of the library by listing the internal strengths， weaknesses and external opportunities and threats closely related to the construction of the new library and arranging them in the form of matrix， matching and analyzing various factors with the idea of system analysis， According to the research results， the corresponding development strategies， plans and countermeasures are formulated. Taking the new library construction of Shenyang University as an opportunity， the application of SWOT analysis to the exploration and practice of library construction is bound to provide more scientific reference and guidance for library construction， effectively reduce and avoid mistakes in decision-making and waste of funds， ensure that the new library construction is more scientific and economic， achieve good expectations and achieve the ideal goal.

SWOT分析將与研究对象密切相关的主要内部优势、劣势和外部的机会、威胁等，通过调查列举出来，并依照矩阵形式排列，然后用系统分析的思想，把各种因素相互匹配并加以分析，从中得出一系列相应的结论，而结论通常带有一定的决策性。运用这种方法，可以对研究对象所处的情景进行全面、系统、准确的研究，从而根据研究结果制定相应的发展战略、计划以及对策等。

SWOT分析法也叫态势分析法、自我诊断法，是战略管理中应用最多的分析工具之一。SWOT代表Strengths（优势）、Weaknesses（劣势）和Opportunities（机会）、Threats（威胁）这4个英文单词，是将组织所面临的环境因素分析的内容进行综合和概括，进而分析组织的优劣势以及面临的机会与威胁的一种方法[1]。

SWOT是企业公司或者项目规划经常使用的模型分析法，貌似和新图书馆建设没有任何直接的关系，图书馆是非营利的公益性社会服务机构，与追求用最小的风险换取最大的收益的企业行为相距甚远。……
