摘  要：随着国内水利工程建设规模和范围逐渐扩大，水利工程质量管理难度也不断增加。水利工程作为民生项目，其质量好坏对国家声誉具有重大的影响，同时还会影响到人民的日常生活，所以加强水利工程质量管理显得尤为重要。本文首先从水利工程施工管理的特征进行分析，然后详细讨论目前国内水利工程质量管理的有关影响因素，指出其质量管理存在的问题，最后针对当前存在的问题提出了合理措施，以期大幅度提高国内水利工程质量管理水平，促进水利工程建设健康平稳发展。

Analysis on the Quality Management Measures in the Construction of Water Conservancy Projects in the New Period

Abstract： With the gradual expansion of domestic water conservancy project construction scale and scope， the difficulty of water conservancy project quality management is also increasing. As a livelihood project， the quality of water conservancy projects has a significant impact on the country's reputation and at the same time affects people's daily lives. Therefore， it is particularly important to strengthen the quality management of water conservancy projects. The article first analyzes the characteristics of water conservancy project construction management， then discusses in detail the current domestic water conservancy project quality management related influencing factors， points out the problems in its quality management， and finally proposes reasonable measures for the current problems in order to greatly improve the domestic The quality management level of water conservancy projects promotes the healthy and stable development of water conservancy project construction.

1  水利工程施工管理的特征分析

要提高水利工程質量，首先要了解水利工程施工管理特征，从而能够更好地完善施工管理体系，对工程质量进行全面控制。具体来说，水利工程施工管理有几个特征：（1）工程涉及面较广。水利工程属于大型工程，其占地面积要比其他工程大，而且还涉及到生态、地形、交通以及气候等多个条件，所以分析上述要素对于工程建设质量有重要的作用，基于实际情况来优化工程施工方案;（2）水利工程涉及学科非常广泛。水利工程建设不仅涉及到工程，还涉及到化学、材料、物理以及力学等领域，所以水利工程要保证建设质量，必然对有关人员的要求较高，需要他们能够具有较强的专业素质和涉猎多个领域，从而能够强化施工管理;（3）水利工程涉及多种法律。……
