摘  要：践行生态文明理念，落实全域、全要素的自然资源空间用途管制制度成为规划编制的核心逻辑，研究旨在探讨生态空间的生态补偿中存在的问题，探讨生态补偿制度的难点，进而探讨新时代国土空间规划体系下，面向空间规划治理的生态空间补偿机制。研究认为：应通过完善税费机制，完善生态保证金制度，探索建立生态补偿基金制度等渠道改善生态补偿机制。

A Study on Ecological Compensation Mechanism of Ecological Space

Abstract： Practicing the concept of ecological civilization and implementing the control system of natural resources spatial use with all areas and all elements become the core logic of planning. The purpose of this study is to explore the problems existing in the ecological compensation of ecological space and the difficulties of the ecological compensation system， and then to explore the ecological space compensation mechanism for spatial planning governance under the land and space planning system in the new era. The results show that the ecological compensation mechanism should be improved by improving the tax mechanism， improving the ecological deposit system， and exploring the establishment of ecological compensation fund system.

2019年《中共中央国务院关于建立国土空间规划体系并监督实施的若干意见》发布后，生态文明理念下的新时代国土空间规划体制改革基本确立，“五级三类”的空间规划体系初步成型，国土空间规划体系顶层设计的“四梁八柱”基本形成。同年7月，自然资源部《关于全面开展國土空间规划工作的通知》引发全国范围内的国土空间规划编制工作全面启动，以省、市级国土空间总体规划为主体的规划研究工作陆续展开。

在国土空间规划的编制中，践行生态文明理念，落实全域、全要素的自然资源空间用途管制制度，制定各类开发建设活动的依据成为规划编制的核心逻辑。从城乡规划时代的“开发建设依据”到“开发建设保护活动的依据”，国土空间规划对全域的国土空间资源管控始终关注战略引领性和底线约束性，关注城镇开发边界内的城镇空间发展问题，关注生态空间、农业空间的规划治理问题。……
