摘 要：近年来，在新的竞争格局和国家“创新促发展”大背景下，汽车产业的发展需要全新的创新研发平台，本文分析了传统的汽车研发组织与创新型研发组织的现状，提出全新创新研发平台的建设思路，分析了平台的运行模式，打造创新发展的新生态环境。近年来，在“创新促发展”的国家战略背景下，汽车产业正在经历以电动化、智能化、网联化、共享化为核心技术的产业变革，新四化将重塑行业格局，引发汽车行业又一次工业革命[1]。在新的竞争格局和国家“创新促发展”大背景下，汽车产业只有通过持续创新，为消费者提供高品质、高技术、低成本、具有国际竞争力的产品才能得以生存和发展。传统的汽车研发组织机构和体系具有封闭性和垄断性，创新发展需要全新的创新研发模式，包括人才资源、组织结构、运作模式、和成果转化[2]。技术创新到技术产业化的转化通常经过所谓的科技 “死亡之谷”，即绝大部分科研成果停留在实验室中、或在产业化化进程中沦为“技术烂尾楼”，未能真正体现创新技术价值。

Analysis and Exploration of the Innovation Platform of Industry-university-research Cooperation in Automobile Enterprises

Abstract：In recent years，in the context of the new competitive landscape and Chinas “innovation for development”，the development of the automotive industry requires a new innovative R&D platform. This article analyzes the status quo of traditional automotive R&D organizations and innovative R&D organizations，proposes new innovations about the construction ideas of the R&D platform，analyzes the operation mode of the platform and creates a new ecological environment for innovative development.In recent years，under the background of the national strategy of “innovation for development”，the automobile industry is undergoing industrial transformation with electrification，intelligence，networking，and sharing as its core technologies. The new four modernizations will reshape the industry structure and trigger another industrial revolution in the industry. In the context of the new competitive landscape and the countrys “innovation for development”，the automotive industry can survive and develop only by providing consumers with high-quality，high-tech，low-cost，and internationally competitive products through continuous innovation. The traditional automobile R&D organization and system are closed and monopolistic. Innovative development requires a new innovative R&D model，including human resources，organizational structure，operation mode，and achievement transformation. The transformation from technological innovation to technological industrialization usually goes through the so-called technological "valley of death"，that is，most scientific research results stay in the laboratory or become "technical unfinished buildings" in the process of industrialization，and cannot reflect the value of innovative technology.

为了解决科技成果转化过程中的低谷，德国成立了欧洲最大的应用科研机构Fraunhofer，其研发人员开展的工作极富创造性和创新性，对科技进步和人民生活有着极大的影响。Fraunhofer是公助、公益、非盈利的科研机构，为企业特别是中小企业开发新技术，新产品，新工艺，协助他们解决自身创新发展中面临的各种问题，其主要职能包括应用技术研究、科技成果转化、科技孵化、和人才培养。……
