【摘  要】面对经济下行的严峻形势，习近平在遵循经济发展规律的基础上提出供给侧结构性改革思想。通过拉动消费和投资等需求侧刺激已收效甚微，而需求不足仅是表象，供需错配才是实质，因而需要从供给侧着手改革。供给侧改革通过优化供给结构，提高供给效率和质量，满足现有需求，挖掘潜在需求，促成社会总供给和总需相匹配，是增强综合国力、最终实现经济长期增长的新举措。

【Abstract】Facing the grim situation of economic downturn， Xi Jinping put forward the concept of supply-side structural reform on the basis of following the law of economic development. Demand-side stimulus such as stimulating consumption and investment has had little effect. However， the lack of demand is only the appearance， and the mismatch between supply and demand is the essence. Therefore， it is necessary to start the reform from the supply-side. By optimizing the supply structure， improving the efficiency and quality of supply， meeting the existing demand， tapping the potential demand， and promoting the matching of social total supply and total demand， supply-side reform is a new measure to enhance the comprehensive national strength and ultimately achieve long-term economic growth.

1 供给侧改革的时代背景

中国经济从改革开放以来持续高速增长，中国成为名副其实的经济大国。2008年，金融危机席卷全球，对中国经济造成严重冲击，我国政府果断采取相应政策，在实现自身经济增长的同时，为防范区域和全球经济的进一步恶化贡献了积极力量。但与此同时，使得我国目前宏观经济政策的边际效应逐渐下降的原因主要是，长期以来突出需求侧却忽略供给侧。中国经济面临动力切换与结构转变，亟需供给侧改革释放动力，将潜在的供给需求转化为现实的增长动力。

2015年以来，我国经济进入了一个新阶段，却出现资产价格和泡沫被推高的现象。这是由于钢铁、化工等行业出现大量过剩产能，加上過度释放的基础货币在虚拟经济中空转，却没有更好地投入实体经济。

中国经济的结构性分化趋于明显，经济增速放缓成为“新常态”，为适应这种变化，不仅需要传统的需求管理，而且迫切需要改善供给侧环境、优化供给侧机制，增强我国经济长期稳定发展的新动力。……
