摘 要 文章旨在通过探讨IFLA《开展数字化联合项目指南》简称《指南》的内容、意义与影响，研究提出我国图书馆界应用《指南》的建议与策略。文章分析了《指南》的提出背景及核心内容，梳理总结《指南》问题清单与指导建议，并提出《指南》对我国数字化联合项目的启示，一是我国可以进行本国数字化联合项目摸底调查，总结最佳实践案例;二是开展《指南》适用性研究，并选择适用于我国数字化实践要求的应用实施方式;三是针对我国实践中的突出问题采取完善性和创新性措施。

Abstract By discussing the content， significance and influence of the IFLA Guidelines for Setting up a Digital Unification Project， this paper puts forward some suggestions for the Guidelines application in China. The paper begins with a brief analysis of the background of the Guidelines. Then it focuses on the core contents of the Guidelines， and sorts out the problems list and suggestions. Finally， the enlightenment to digital resources co-construction in China is proposed. First， We can conduct a survey of digital resources co-construction projects， and summarize the best practice cases. The second is to carry out the research on the applicability of the Guidelines and choose what works for China. Third， perfect and innovative measures should be taken to solve the outstanding problems in Chinas practice.

0 引言

国际图书馆协会联合会（International Federation of Library Associations and Institutions，简称IFLA）作为图书馆行业最具影响力的国际组织，一直致力于制定和推行国际化的标准规范。IFLA现行标准主要分为规范性文件和信息/技术性文件两大类：规范性文件包括概念模型、资源描述规则、数字格式编码;信息/技术性文件包括最佳实践案例和各类通用指南[1]。《国际图联开展数字化联合项目指南》（IFLA Guidelines for Setting up a Digital Unification Project，以下简称《指南》）是IFLA于2019年8月发布的一项通用指南，目的是为图书馆规划、实施和完成实现各种不同层次的联合性数字化项目提供标准化的建议措施清单，对我国开展数字资源共建共享相关工作具有直接的参考意义。

1 问题的提出与《指南》背景
