【摘  要】职工群众是企业文化的践行者，加强职工文化建设不仅是提升职工核心素养的重要举措，也是推进企业高质量发展的关键。在面对错综复杂国内外严峻形势的背景下，企业职工文化建设要充分发挥各级工会组织的作用，找准职工文化建设的着力点，弘扬劳模精神、工匠精神，调动职工参与企业高质量发展的积极性、主动性和创造性。

【Abstract】Workers and staff are practitioners of enterprise culture. Strengthening the construction of workers culture is not only an important measure to enhance the core literacy of workers， but also the key to promote the high quality development of enterprises. Under the complicated and severe situation at home and abroad， the construction of enterprise workers culture should give full play to the role of trade union organizations at all levels， identify the focal points of workers culture construction， carry forward the meticulous model workers and craftsman spirit， and mobilize the enthusiasm， initiative and creativity of workers to participate in the high quality development of enterprises.

1 引言

面对错综复杂的国内外经济环境，尤其是面对突如其来的新冠肺炎疫情给企业发展带来巨大挑战。如何推进企业高质量发展成为企业适应经济新常态发展所必须要面临的课题。职工群众是推动企业高质量发展的核心要素，职工文化建设是企业文化建设的重要组成部分，是满足职工群众日益增长的美好生活需要和维护职工精神文化权益的具体体现。基于职工文化建设的重要性，企业职工文化建设必须要着力于弘扬社会主义核心价值观、满足职工精神文化需求、建设安全健康文化以及维护职工基本权益。

2 新时代加强职工文化建设的重要性

职工文化包括职工思想政治道德修养、精神文化需求、文化技术水平等方面。职工文化是中国特色社会主义文化的重要组成部分。新时代环境下，加强企业职工文化建设具有重要的意义：首先，加强职工文化建设是贯彻落实习近平新时代中国特色社会主义思想的必然要求。……
