摘    要：为保障科学、高效和绿色开发利用天津市水资源，采用SWOT分析方法对天津市水资源存在的优势、劣势，以及面临的机会和威胁进行综合分析。提出了加强水系整体规划，扩大现有水资源的库容量;深入开展生态水库建设，保护水资源可持续发展;开发利用再生水、循环水;着力节约水资源，提高用水效率;深入推进智慧水务建设，提升水资源管理效率等建议和对策。

Abstract： For exploring water resources in Tianjin in scientific， efficient and green manner，such strategies will provide reference.According to the SWOT analysis， this study comprehensively analyzed the advantages and disadvantages of water resources in Tianjin， as well as the opportunities and treats. Several constructive strategies were put forward， including the strength of the overall programming of water system to expand the storage capacity of available water resources， in-depth development of ecological reservoirs to protect the sustainability of water resources， active push of regenerated water development to promote the recycling of water resources， emphasis on the water resource economy to increase the utility rate of water， deep push on smart water construction to improve the efficiency of water resource management， and so on.

天津市城市用水紧张、农业用水难以保障，是严重缺水地区。天津市地处海河流域尾闾，历史上得益于海河流域丰富的水资源，依水而建，因水而兴，但特殊地理位置又决定其汛期因水而忧、非汛期又因无水而愁。随着国民经济的高速发展，尤其是京津冀一体化协调发展战略的实施，对天津市水资源利用提出了更高要求。因此，我们必须从建设社会主义现代化大都市及现代农业的需求出发，实现科学、高效、绿色可持续发展的水资源利用管理，破解水资源短缺和水患的难题。

分析研究天津市水资源，对其可持续发展的利用管理十分必要。本研究采用SWOT分析法，SWOT分别代表：strengths（优势）、weaknesses（劣势）、opportunities（ 机遇）、threats（威胁）[1]。该方法对天津市水资源存在的优势、劣势，以及面临的机会和威胁进行综合分析，并在此基础上提出相应建议和对策，为保障科学、高效和绿色开发利用天津市水资源提供参考依据。
