【摘  要】我国经济正处于高速发展向高质量发展的转型时期，建设工程项目随着社会进步和经济发展越来越多，建筑经济在激烈的市场竞争中也得到了广泛的认可和重视，加上施工企业的自主维权意识不断增强，建筑工程索赔已然成为施工企业进行索赔的重要任务，但施工企业对索赔的监督管理存在一定的不足。论文专门针对施工企业的索赔管理中存在的问题，从索赔的原因和其现状进行了探讨，提出了提高施工企业索赔管理水平的策略，消除影响企业发展的不利因素。

【Abstract】China's economy is in the transition period from high speed development to high quality development. Construction project is more and more along with the social progress and economic development. Construction economy has also been widely recognized and valued in the fierce market competition， coupled with the continuous enhancement of the consciousness of independent rights protection of construction enterprises， construction project claim has become an important task for construction enterprises to claim， but there are some deficiencies in the supervision and management of construction enterprises to claim. This paper focuses on the problems existing in the claim management of construction enterprises， discusses the reasons for the claim and its present situation， and puts forward the strategies to improve the claim management level of construction enterprises and eliminate the adverse factors affecting the development of enterprises.

1 引言

建筑市场经济的日趋完善，加快了我国建筑行业的规范化、法制化改革的步伐，工程索赔是指承包人在合同实施过程中，对非自身原因造成的工程延期、费用增加而要求发包人给予补偿损失的一种权利要求。它是建筑承包商与发包人之间的一项常规的且普遍存在的事件。建筑合同索赔管理事件，也是保障承包商经济效益的重要手段。因此，不断提升施工企业的索赔管理水平对企业发展具有重要意义，要坚持从实际出发，客观全面分析当前索赔管理存在的问题，并提出针对性的解决对策，优化施工企业的索赔管理工作，从而促进施工企业科学规范化发展。
