摘    要：在全面实施乡村振兴战略的大背景下，以休闲农业为代表的农业新产业新业态发展前景广阔，为了解城市近郊农村休闲农业发展条件和潜力，选取天津市宝坻区大白庄镇为研究对象，运用SWOT分析法，对实地调研收集到的信息进行定性分析，结合相关领域的专业知识形成大白庄镇发展休闲农业的潜力判断，从强化顶层设计、保护生态环境、深挖历史记忆、发展康养产业和举办节庆活动5个方面提出促进大白庄镇休闲农业发展的对策建议。综上，天津市宝坻区大白庄镇具有发展休闲农业的显著优势，可以作为其“十四五”期间的重点项目进行谋划。

SWOT Analysis on the Development of Rural Leisure Agriculture in Superior Cities： a Case Study of Dabaizhuang Town in Tianjin City

Abstract： Under the background of the comprehensive implementation of the Rural Revitalization Strategy， the development prospects of new agricultural industries and new formats represented by leisure agriculture are broad. In order to understand the development conditions and potential of rural leisure agriculture in the suburbs of the city， Dabaizhuang Town， Baodi District， Tianjin City was selected as the research object， and SWOT analysis method was used to qualitatively analyze the information collected from the field survey. Combined with the professional knowledge in related fields， this paper formed the judgment of the development potential of leisure agriculture in Dabaizhuang Town， and put forward the countermeasures and suggestions to promote the development of leisure agriculture in Dabaizhuang Town from five aspects： strengthening the top-level design， protecting the ecological environment， digging deep into the historical memory， developing the health care industry and holding festival activities. In conclusion， Dabaizhuang Town in Baodi District of Tianjin has significant advantages in the development of leisure agriculture， which can be used as a key project in the "14th five year plan" period.

黨的十九大以来，乡村振兴战略成为了新时期兴农、富农的首要战略，“产业兴旺、生态宜居、乡风文明、治理有效和生活富裕”这20字方针为乡村振兴指明了方向，其中产业兴旺是乡村振兴的基础。农业农村部印发的《全国农村产业发展规划（2020—2025年）》明确指出：乡村休闲旅游业是农业功能拓展、乡村价值发掘、业态类型创新的新产业，横跨一二三产业、兼容生产生活生态、融通工农城乡，发展前景广阔[1]。根据农业农村部公布的相关数据显示，仅2019年，全国休闲 农业产业总计接待游客32亿人次，营业收入超过8 500亿元。2016年11月15日农业部发文，将天津市宝坻区列入全国休闲农业和乡村旅游示范区，成为了继蓟州区之后天津的第2个示范区，鼓舞了宝坻区各街镇发展休闲农业的信心和决心[2]。……
