摘要：将国家会展中心区域建设成“最安全、最有序、最干净”的样板区和示范区，成为全市具有代表性的“智慧公安”项目，成为全球范围内智能化程度最高、用户体验度最好、安保工作最有序的会展区域。目前，视频监控系统已广泛应用于重要政治安保、重大赛事、大型的现场活动中。指挥部署建设灵活快捷，统一实时调取录像资源，随着公安警卫任务、重大赛事、大型活动指挥调度扁平化、快速化要求的与日俱增，视频图像信息系统的数字化、网络化、智能化已成为未来的发展趋势。

Abstract：The national convention and exhibition center area will be built into a "safest，most orderly and cleanest" model area and demonstration area，becoming a representative "intelligent public security" project in the city and a convention and exhibition area with the highest intelligence，the best user experience and the most orderly security work in the world. At present，video surveillance systems have been widely used in important political security，major competitions and large-scale on-site activities. Command deployment is flexible and fast，and video resources can be obtained in a unified and real-time manner. With the increasing demand for flat and rapid command and scheduling of public security guard tasks，major competitions and large-scale activities，the digitization，networking and intelligence of video image information systems have become the future development trend.

1概述

1.1项目背景

2017年5月，习近平主席在高峰论坛上宣布，中国将在2018年起举办第一届中国国际进口博览会。首届中国国际进口博览会将于2018年11月5-10日在国家会展中心（上海）举办，展览总面积超过240000㎡，本次展会预计将有包括中国在内的约100个国家和地区，近15万名专业采购商参加，为保障本次展会的顺利召开，本系统的建设起到关键性的作用，为安保工作提供了重要支撑。

1.2设计原则

总体架构设计以标准体系、安全体系、运维体系为总的支撑。

标准体系：整个系统按照智慧公安建设的总体要求，遵循可操作、可预见、可扩充原则，涵盖基础设施、数据管理、服务平台、业务应用、信息安全、运维管理、验收标准。

安全体系：遵循《计算机信息系统安全保护等级划分标准》等相关国家标准，构建全域覆盖的安全管理機制和全网防控的安全保障技术体系。……
