摘要：科技园区是一个内外构成要素之间互动适应、显著协同的区域创新系统，作为创新能力培养和创新战略实施的主体，园区之间、园区内部的协同发展程度会直接影响区域自主创新的绩效。本文以常州为例，通过清园区协同主体，准确分析科技园区协同发展现状，探索科技园区协同发展模式和对策建议，以期能对推进苏南国家自主创新示范区一体化建设提供借鉴。

The Practical Reference of Regional Collaborative Development for Sunan National Innovation Park

— Taking Changzhou as an Example

Abstract： Science and technology park is a regional innovation system in which the internal and external elements interact， adapt and cooperate significantly. As the main body of innovation ability training and innovation strategy implementation， the degree of collaborative development between and within the park will directly affect the performance of regional independent innovation. Taking Changzhou as an example， this paper analyzes the current situation of the collaborative development of science and technology parks， explores the collaborative development mode and Countermeasures of science and technology parks， in order to provide reference for promoting the integration construction of Sunan national innovation park.

0 引言

國际金融危机以来，全球经济增速放缓，为走出困境，培育新的增长点，世界发达国家纷纷确立以科技创新为核心的发展战略^[1]。科技园区作为聚集创新力量、实现区域自主创新的重要载体，是率先实现现代化的主战场，关系到国家产业结构升级和社会经济发展。目前，国内许多园区注重“聚集”不注重“联合”，缺乏相互关联和依存的专业化分工网络，缺乏从战略层到操作层全方位、深层次的协同管理，造成产业、企业“竞争过度，合作不足”，园区“聚而不强，活力不足”^[2]。一个健康发展的园区应该是一个内外构成要素之间互动适应、显著协同的区域经济系统，是由经济与生态多种环境因素组成的有机复杂系统。那如何运用协同互动理论视角丰富拓展科技园区发展成为了一个重要而迫切的难题。

为此，江苏省委、省政府提出全力打造创新型经济，注重顶层设计，出台政策意见，以苏南五市一盘棋考虑，全力统筹创新资源配置、创新空间布局和创新产业发展，加快构建高效合作、集成联动、协同有序的创新发展格局^[3]。……
