摘要 农业科研是建设现代农业的基础，随着党和政府对农业科研的重视，各级财政对农业科研资金投入力度的加大，农业科研的规模和强度空前提升，由此农业科研副产品的产出数量和种类也日益繁多，已经成为农业科技产出过程中不容回避的一项内容。在分析农业科研副产品及特点的基础上，结合农业科研单位的审计实践和科研副产品的特点，对农业科研副产品管理中存在的问题进行了系统剖析，进一步提出加强科研副产品管理的对策，为促进农业科研健康发展和创新能力的提高提供制度保障。

Abstract Agricultural scientific research is the foundation of building modern agriculture.With the Party and government attaching importance to agricultural scientific research， the financial input to agricultural scientific research funds at all levels has increased， and the scale and intensity of agricultural scientific research have increased unprecedentedly， as a result， the quantity and variety of agricultural research by products are becoming more and more numerous， which has become an unavoidable content in the process of agricultural science and technology output.Based on the analysis of the by products and characteristics of agricultural scientific research， combined with the auditing practice of agricultural scientific research institutions and the characteristics of the by products of agricultural scientific research， this paper systematically analyzes the problems existing in the management of agricultural scientific research by products， the countermeasures of strengthening the management of by products of scientific research are put forward， which can provide the system guarantee for promoting the healthy development of agricultural scientific research and the improvement of innovation ability.

農业是国民经济的第一产业，为工业发展提供原材料保证。农业科研是我国现代农业建设的重要支撑，在提高农业科技自主创新和加快科技成果转化的过程中发挥着极其重要的作用，一系列重大农业科研成果研究与应用极大促进了我国农业发展。同时农业科研因其行业特殊性，农业科研副产品作为农业科研的附带产出品，历史上由于其品类复杂、数量不确定性和多数存在时效性（易腐易烂等）等原因，一直没有受到重视。近年来随着农业科研投入的不断增加，科研示范和推广规模的增加，科研副产品产出越来越多，其管理和处置已经成为科研管理不能忽视的内容之一，也是提高科研管理……
