【摘  要】在新的历史条件下，党中央提出的以人为本的执政理念，既是建设中国特色社会主义的内在要求，也是全面建成小康社会的迫切要求。在新时期，企业在发展和经营中面临着复杂的局面。重视企业工会工作，不但可以维持企业的稳定可靠运营，还可以有效解决企业经营中存在的矛盾和问题。以习近平新时代中国特色社会主义思想为基础，如何坚持以人为本的理念，有效地推进工会工作，是新形势下企业工会工作的重要任务。

【Abstract】Under the new historical conditions， the people-oriented governance philosophy put forward by the Central Committee of the Party is not only the internal requirement of building socialism with Chinese characteristics， but also the urgent requirement of building a moderately prosperous society in all respects. In the new era， enterprises are facing a complex situation in development and operation. Attaching importance to the trade union work in enterprises can not only maintain the stable and reliable operation of enterprises， but also effectively solve the contradictions and problems existing in the operation of enterprises. Based on Xi Jinping thought on socialist economy with Chinese characteristics for a new era， how to adhere to the people-oriented philosophy and effectively promote trade union work is an important task of trade union work in enterprises under the new situation.

1 引言

企业领导和职工之间联系的重要桥梁就是企业工会，企业工会在展示企业发展活力中有着重要的作用。当前，企业发展创新的要求正在随着社会经济形势的不断变化变得越来越高。员工在企业创新的实现中有起着关键的作用，所以如果一个企业的创新能力不足或者是创新的导向偏失，可能是由于员工与企业缺乏有效的密切联系，也可能是由于员工的思想觉悟水平不够高，所以在企业的发展中不能发挥出有效的作用，进而帮助企业发展。因此，在企业工会工作中要坚持学习，只有创新观念，才能提高工会工作成效、确保工会工作进入新的局面。

2 目前企业工会工作中存在的问题

第一，领导扮演的角色定位模糊。由于部分领导对于工会工作知之甚少，而在组织员工工作时也不懂得灵活应对，这导致一些工会员工只注重领导的看法，忽视职工的感受和思想意识形态。……
