摘  要：梳理铁水联运的流程、分析铁路与港口间的交互信息需求，有助于明确铁水联运的数据传输范围和数据标准，消除铁水联运生产过程中信息交流不畅的障碍，从而提高铁水联运货物中转效率，降低货物物流成本，提升铁路与港口的服务水平。文章在分析董家口港铁水联运现状的基础上，对铁水联运的具体流程和涉及的业务环节进行系统的梳理。在此基础上，分析铁路对港口，以及港口对铁路的交互信息需求，为董家口港铁水联运数据交换管理信息平台的建立提供依据。

Abstract： Combing the process of rail-water intermodal transportation and analyzing the interactive information demand between railway and port are helpful to clarify the data transmission scope and data standard of rail-water intermodal transportation， remove the obstacles of information exchange in the process of rail-water intermodal transportation， so as to improve the freight transit efficiency， reduce the freight logistics cost and improve the service level of railway and port. Based on the analysis of the status quo of rail-water intermodal transport in Dongjiakou port， this paper systematically combs the specific process and business links involved in the rail-water intermodal transport. Then， based on this， the paper analyzes the interactive information requirements of railway to port and port to railway， and provides the basis for the establishment of data exchange management platform of rail-water intermodal transportation in Dongjiakou port.

2018年9月，國务院办公厅印发了《推进运输结构调整三年行动计划（2018-2020年）的通知》（国办发【2018】91号），提出了信息资源整合行动，加强多式联运公共信息交换共享，提出到“2019年底，沿海及长江干线主要港口实现铁水联运信息交换共享”。《铁路信息化总体规划》中指出“基于一体化信息集成平台，推进各类运输方式信息充分开放共享，实现铁水联运、铁公联运及国际联运等信息共享及交换，提升社会整体物流水平和业务协同能力。充分利用航空、港口、公路、口岸站、物流园区等信息资源，构建全程物流信息链条，提高铁路运输生产效率和客户服务质量。”

可见，信息资源互联互通是提升铁水联运效率的重要手段，通过铁水联运信息共享、数据传输和制定交换标准，可以打破行业间、区域间信息交互壁垒，推动建立信息资源开放与共享机制，促进协同联动。……
