摘  要：为应对福州A物流中心不断下降的市场地位和日益严峻的物流市场竞争，文章对城市快消品配送业务的运营模式进行模糊性综合评价分析，其中提出了5类、15项要素构成的评判因素集及5个评判等级，由行业内专家确定权重指标，建立评价矩阵并计算综合隶属度来分析城市快消品配送业务运营模式。结果表明，其总体水平降低，急需改进运营模式和保障性建设。

Abstract： In order to deal with the declining market position of Fuzhou A logistics center and the increasingly severe competition in the logistics market， this paper makes a fuzzy comprehensive evaluation and Analysis on the operation mode of the city's FMCG distribution business， and puts forward the evaluation factor set composed of 5 categories and 15 elements and 5 evaluation grades. The experts in the industry determine the weight index， establish the evaluation matrix and calculate the comprehensive membership. To analyze the operation mode of urban FMCG distribution business. The results show that the overall level is reduced， and it is urgent to improve the operation mode and support construction.

物流业已经成为我国经济发展的“压舱石”，其发展在一定程度上反映了国家生产力水平的高低。福州是我国东南沿海的一座重要开放城市，作为海峡西岸经济区的中心城市，其物流地位也越来越高。近年来，随着福州经济不断发展和市民收入的增加，市民对城市快消品的需求量激增，城市快消品物流配送也随着市场规模的扩大有了更高的要求。为了推动产业结构优化和转型，提高物流企业的竞争力，建立起高效、合理的城市物流配送模式迫在眉睫。

1  城市配送业务相关研究述评

1.1  城市配送业务运营模式评价研究

张宏达等（2014）认为完善的物流配送评价体系，可以帮助企业做出正确的配送决策，同时有利于合理规划城市物流配送体系。张远等学者（2015）指出配送系统评价考核是保障配送系统中存在的重要组成部分。通过分析潍坊市城市配送中心现状结合市场行情，利用层次分析法建立了一整套潍坊市城市配送中心选址需要评估标准，通过这套系统对配送体系进行绩效考评，并结合实际需求制定出潍坊市城市配送中心最合适的物流配送模式。……
