摘要 古往今来，中华民族都有“慈心为人，善举济世”的优良传统，但到目前为止，中国在公益扶贫方面仍然处于摸索的阶段。然而，“一把吉他走四方，快乐拉祜美名扬”的云南普洱拉祜族歌舞之乡老达保村，却通过公益性旅游脱贫致富建设成了具有推广价值的音乐乡村，这一案例值得深入研究。该项研究通过访谈、观察等研究方法获取了老达保村的第一手数据，论述了各社会机构对当地乡村演艺旅游发展帮扶措施，总结了“党支部+公司+农户“能人带户” “精准指导”与“政府扶持”4种公益性演艺旅游扶贫致富模式，探索公益性旅游扶贫致富项目向商业模式转化路径。

Abstract Chinese nation has a good tradition of “caring for others and doing good things for the world”， but so far， China is still in the groping stage of poverty alleviation in the aspect of public welfare. However， Laodabao Village， the hometown of the Lahu ethnic minority in Puer city of Yunnan Province where “a guitar goes everywhere， happy Lahu become famous”， Laodabao has become a music village with promotional value through public welfare tourism.This research obtains the first-hand data of Laodabao Village through interviews， observations and other research methods， discusses the supporting measures of various social institutions for the development of local rural tourism， and summarizes the model “party branch + company + farmer”， This public welfare tourism for poverty alleviation boosted by performing arts tourism， namely， the ability to lead households with “precision guidance” and “government support” explores the ways of transforming public welfare tourism into business models.

在人类发展的歷史中，贫困问题始终是一个世界性难题。古往今来，中华民族都有“慈心为人，善举济世”的优良传统。中国扶贫工作始于20世纪80年代中期，中国社会公益扶贫历经了各阶段变化。经过近30年的不懈努力，取得了卓有成效的业绩。然而，到目前为止，在公益扶贫方面仍然处于摸索的阶段。长期以来贫困居民情况不明、扶贫资金和项目针对性不强、工作规范缺乏等问题较为突出。而且至今全国都没有建立统一的公益旅游扶贫信息系统与工作规范，公益性旅游扶贫工作还存在许多盲点与误区，公益性旅游扶贫研究更是欠缺深入和系统。
