摘 要：2020年10月，党的十九届五中全会明确指出，在十四五规划期间，“坚持把解决好‘三农问题作为全党工作的重中之重，走中国特色社会主义乡村振兴道路，全面实施乡村振兴战略”。该文运用SWOT分析法，分析了安徽省具有代表性的宿松县现代农业的发展现状及其优势、劣势、机会和威胁，并提出了以下对策建议：（1）大力发展农村基础设施建设;（2）提高农业科技创新水平;（3）推动农业人才下乡指导;（4）完善小微型农业企业扶持政策。研究结果以期为宿松县农业发展模式的选择提供参考。

Analysis on the Current Situation of Agricultural Development in Susong County

Abstract： In October 2020， the Fifth Plenary Session of the 19th CPC Central Committee clearly pointed out that during the fourteenth Five Year Plan period， “we should adhere to the solution of the” three rural issues “as the top priority of the party′s work， take the road of Socialist Rural Revitalization with Chinese characteristics， and comprehensively implement the Rural Revitalization Strategy.” Using SWOT analysis method， this paper analyzes the current situation， advantages， disadvantages， opportunities and threats of modern agriculture development in Susong County， and puts forward the following policy suggestions： （1） vigorously develop the rural infrastructure construction; （2） improve the level of agricultural science and technology innovation; （3） promote the guidance of agricultural talents in the countryside; （4） improve the support policy for small and micro agricultural enterprises. The results provide reference for the choice of agricultural development mode in Susong County.

1 引言

2021年中央一号文件提出全面推进乡村振兴，为加快农村建设作出了重大部署，制定了一系列的政策举措。2021年是我国脱贫攻坚和乡村振兴战略实施的衔接之年，我国农村改革正处在关键期，也是机遇期[1]。安徽省宿松县素有“鱼米之乡”美誉，广泛种植了各类作物，有水稻、小麦、薯类、蚕豌豆等。全县农业专业合作社1353家，较2019年新增75家;家庭农场1070家，较2019新增267家。但目前宿松县现代农业发展仍处于初步阶段，现代农业发展面临诸着多矛盾和问题。因此，要根据宿松县农业发展现状，探索现代农业成长模式与运行机理，增进农业科技创新，促进宿松现代农业发展。

2 农业发展现状

2.1 农林牧渔发展情况 结合表1和图1可知，2017年前宿松县农林牧渔总产值处于稳步增高，农、林、牧、渔各产值在近9年一直是增长趋势，总体上宿松县农业发展以农业产值（占总产值46%）和渔业产值（占总产值27%）为主，这是由于宿松县位于长江流域有关。……
