摘要 实施乡村振兴战略是实现我国 “两个一百年”伟大奋斗目标的重点内容，而乡村旅游有利于乡村精准扶贫事业的发展，是促进农村产业、人才、生态和文化振兴的新路径。分析了甘肃省白银区乡村旅游发展现状及存在的问题，白银区凭借良好的资源优势，探索出了一条以乡村旅游为主导的带动脱贫事业发展的新道路，并取得了不错成绩，但依然存在投入资金短缺、产品开发不足和总体规划缺乏科学性等不足。提出了优化空间布局、加强乡村智慧旅游发展力度、拓宽融资渠道等促进白银区乡村旅游发展建议。

Development of Tourism Poverty Alleviation in Baiyin District of Gansu Province under the Background of Rural Revitalization

Abstract The implementation of rural revitalization strategy is the key content to realize the great goal of “two centenaries”. Rural tourism is conducive to the development of rural targeted poverty alleviation， and is a new path to promote the revitalization of rural industry， talent， ecology and culture. The development status and existing problems of rural tourism in Baiyin District， Gansu Province were analyzed. Baiyin District with its good resource advantages， has explored a new way to promote the development of poverty alleviation with rural tourism as the leading factor， and achieved good results. However， there are still some problems to be solved， such as the shortage of investment funds， the lack of product development and the lack of scientific overall planning. Suggestions on promoting rural tourism development in Baiyin District，such as optimizing the spatial layout， strengthening the development of rural smart tourism， and expanding financing channels were put forward.

实施乡村振兴战略是实现我国 “两个一百年”伟大奋斗目标的重点内容，而乡村旅游有利于乡村精准扶贫事业的发展，是促进农村产业、人才、生态和文化振兴的新路径。乡村旅游是一种依靠农业文化、特色农产品、传统民俗等乡村资源[1]，融合了一、二、三产业的新业态，在促进产业结构调整、增加农民就业途径和推动乡村环境治理等方面的作用日益突出。近年来，我国乡村旅游规模不断扩大，成为农村经济发展的新动力，2019年上半年，我国乡村旅游接待的游客数量已经超过15亿，旅游收益接近9 000亿元[2]。甘肃省白银区凭借优越的地域优势、资源优势，探索出一条以乡村旅游为主带动脱贫事业发展的新道路。笔者深入分析了白银区现阶段乡村旅游业发展的现状及不足，并在此基础上为白银区乡村旅游扶贫事业的发展提出几点建议。……
