摘要 新疆兵团担负着屯垦戍边的特殊使命，形成了团场和连队分散布局的兵团城乡人居空间特征，也使其与内地集中连片发展或向中心集聚的城镇化和镇村模式相异。以兵团十师北屯市为例，在国家维稳戍边和新型城镇化等战略指引下，通过分析十师特定的社会环境和自然条件，探索具有兵团特色的城镇化模式;在优化师市团场聚居空间格局的规划研究中，提出了强化增长极的“分布式集中”城镇化策略和镇村等级体系，并提出公共服务向团场城镇倾斜的配置策略，以全面提升兵团职工生活品质、团场环境承载力和综合竞争力，从而更好地发挥兵团的特殊作用。

Research on the Optimization of Human Settlements Pattern under the Background of Regiments Reclamation of the Border Region—The Case of Beitun City of the 10th Division

Abstract Xinjiang Production and Construction Corps takes on special mission of reclamation and guarding the frontier， which leads to decentralized layout pattern of regiments and companies human settlement space.This may different from the urbanisation and town village model of centralised and continuous development or centralization to the centre in the mainland.Under the guidance of national maintaining stability and guarding the border and new urbanisation strategy etc.， this essay takes Beitun as an example to explore characteristic urbanization mode of corps via analysing features such as social environment and natural conditions.By planning research， this essay tends to present the new urbanisation strategy of distributed centralisation and the hierarchy of towns and villages to strengthen growth pole and public service configuration strategy concentrating on towns.The above ideas aim to improve peoples living standards， enhance environmental carrying capacity and comprehensive competitiveness of the city and better play the leading and influencing role of the corps.

屯墾戍边在我国已有2 000多年的历史，是我国治疆方略的重要组成部分[1]。在新疆组建和部署担负屯垦戍边使命的兵团，是党中央治国安邦的战略举措，是强化边疆治理的重要方略[2]。习近平总书记在2020年9月召开的第三次中央新疆工作座谈会上强调，要完整准确地贯彻新时代党的治疆方略，坚持把社会稳定和长治久安作为新疆工作总目标，并提出兵团要持续深化改革，加强维稳能力建设，更好地发挥特殊作用[3]。习总书记的讲话肯定了新疆生产建设兵团长期存在的必要性，重申了兵团屯垦戍边特殊使命的重要性。……
