摘  要：建立健全“三全育人”机制是落实立德树人的根本要求，是大学生成长成才的时代新要求，是高等院校实现转型发展的客观要求。全员育人既是全面实施素质教育的必要举措，又是全面深化高校改革，提高人才培养质量的核心环节。在学校二级学院建立“学生院长”自主管理育人模式，充分吸纳学生参与学院建设与管理，有助于增强高校“三自”育人实效，从而推进高校二级学院民主科学管理和效能提升。

Abstract： To establish and perfect the mechanism of "three-integrity education" is the fundamental requirement of implementing the moral education， the new requirement of the era for college students to grow into talents， and the objective requirement for colleges and universities to realize the transformation and development. It is not only the necessary measure to carry out quality education， but also the core link to deepen the reform of colleges and universities and improve the quality of personnel training. The establishment of "student dean" independent management education mode in the secondary colleges of the university and the full absorption of students' participation in the college construction and management will help to enhance the effectiveness of "three self" education， thus promoting the democratic and scientific management and efficiency improvement of the secondary colleges of the university.

中共中央、国务院《关于加强和改进新形势下高校思想政治工作的意见》提出坚持全员育人、全过程育人、全方位育人的“三全育人”工作要求。“全员育人”是指高校本身、社会、家庭以及学生本人等组成全方位的育人系统。高校的“全员育人”工作是一个双向互动性的教育过程，需要受教育者的配合，而当下的学生对高校的教育工作者的认同感较低，对教育活动的兴趣度缺失，有时甚至出现抵触心理，这是制约高校“全员育人”的主观因素。新形势下，高校深入贯彻落实全员育人理念，如何有效坚持学校教育与自我教育相结合，充分调动大学生的积极性和主动性，探索全员育人理念下的学生自主管理育人可行性路径，既是全面实施素质教育、提升学生综合能力的必要举措，又是全面深化高校改革、提高人才培养质量的核心环节。……
