摘  要：人才培养质量持续改进机制是保障高等教育质量的基础，分析了当前关于人才培养质量持续改进机制的研究现状，讨论了人才培养质量持续改进机制的内涵，提出了“三闭环”人才培养质量持续改进机制模型，以哈尔滨理工大学软件工程专业为例介绍了构建多方参与的“三闭环”人才培养质量持续改进机制的具体实践。

Abstract： The continuous improvement mechanism of talent training quality is the basis of ensuring the quality of higher education. This paper analyzes the current situation of the research on the continuous improvement mechanism of talent training quality， discusses the connotation of the continuous improvement mechanism of talents training quality， proposes the "three closed-loop" model of talents training quality continuous improvementmechanism. The paper takesthe Software Engineering major of Harbin University of Science and Technology as an example to introduce the measures to construct the continuous improvement mechanism of talent training quality with multiple participation.

人才培養质量是高等教育的生命线，持续改进机制是保障生命线延续的基石。随着新工科建设计划的提出和实施、新时代全国高等学校本科教育工作会议和全国教育大会的先后召开、工程教育认证的持续推进，全面振兴本科教育作为新时代高等教育改革发展的核心任务已经在全国各级教育主管部门和高等院校形成共识，以学生为中心、成果导向、持续改进的工程教育理念深入人心，淘汰“水课”、打造“金课”成为高等教育领域的讨论焦点。多年来，各大院校都逐渐建立了各种形式的教学质量评价与保障体系，然而由于各种原因，人才培养质量在很多高校不是持续改进，而是持续下滑，已经引起高等教育管理者、教育工作者和用人单位的共同关注。当前，如何构建多方参与的人才培养质量评价体系和持续改进机制，成为一流本科教育和新工科建设急需解决的重大课题。……
