摘  要：坚持文化自信，在新形势下加强大学文化建设，必然要求进一步加强和改进科研诚信建设。当下我国的行业特色高校科研诚信建设尚处于起步阶段，存在各种各样的问题。这就要求我们在坚持马克思主义指导地位的前提下，将思想道德建设和规章制度建设相结合，加快推进科研诚信信息化建设，打造科研诚信平台，构建起与行业类院校实际情况相匹配的科研评价体系。

Abstract： We must improve the construction of research integrity while strengthening cultural confidence and university cultural construction under new circumstances. Nowadays， the construction of research integrity of the industry-featured universities is still in the initial stage and there still exist various problems. We should uphold the guiding position of Marxism. In this premise， we firstly combine ideological and moral construction with rules and regulations construction. Secondly， we accelerate the construction of informatization by building a platform of research integrity. With these efforts， we can build up research evaluation system which suits to the practicalities of the Industry University.

一、概述

十八大以来，习近平总书记多次提起文化自信的概念。2016年，在庆祝中国共产党成立95周年大会讲话中，他又进一步将文化自信确立为中国特色社会主义的“第四个自信”：“文化自信，是更基础、更广泛、更深厚的自信。在5000多年文明发展中孕育的中华优秀传统文化，在党和人民伟大斗争中孕育的革命文化和社会主义先进文化，积淀着中华民族最深层的精神追求，代表着中华民族独特的精神标识。”[1]习近平总书记的这一真知灼见为中国特色社会主义道路、理论、制度、文化的发展指明了方向，同时也给高等院校尤其是行业类高校的大学文化建设与其他规章制度建设带来巨大启示。

诚如大家所知，1895年甲午海战后，中国引入西方现代大学制度，成立了第一所现代大学北洋大学堂。一个多世纪以来，西方大学制度和中华文明相互交融，形成了以懿德为本、爱国为民、刚健进取、求真务实为内涵的具有中国特色的大学文化特质。……
