【摘  要】政府管理工作的创新是社会发展进步的必然趋势，电子政务的建设是政府管理创新的重要手段。近年来，虽然我国电子政务取得了重大进步，但仍然存在一些困难亟待解决。论文分析了我国电子政务建设过程中存在的问题，如标准及规划缺乏统一性、内部管理与公共服务失衡、法治建设存在薄弱环节与缺乏专业人才。为实现政府管理工作的创新，论文提出电子政务建设需要从制定统一的标准及发展规划、加强社会公共服务、完善法治建设、加强公务人员培训等方面进行完善。

【Abstract】The innovation of government management work is the inevitable trend of social development and progress， and the construction of e-government is an important method of government management innovation. In recent years， although the e-government in China has made great progress， there are still some existing difficulties to be solved. This paper analyzes the problems existing in the process of e-government construction in China， such as the lack of unity of standards and plans， the imbalance between internal management and public services， the weak links existing in the construction of the rule of law and the lack of professionals. In order to realize the innovation of government management work， the paper proposes that the improvement of e-government construction needs to start from the formulation of unified standards and development plans， strengthening social public services， improving the construction of the rule of law， and strengthening the training of public servants.

1 引言

随着现代信息技术的快速发展和普及，越来越多的行业不断变革以适应信息化时代，政府部门也利用信息技术实现了行政工作的革新，电子政务便应运而生。电子政务因其高效性、便捷性等特点迅速发展，不仅弥补了传统政府部门管理工作的缺陷，而且在很大程度上提高了政府为人民服务的质量和水平。因此，研究电子政务的建设和发展对于推动我国政府部门改革、建设服务型政府具有十分重要的意义和价值。

2 相关概念界定

2.1 电子政务

电子政务是指我国政府部门运用现代信息技术、计算机技术以及办公自动化技术等实现政务信息公开、网络办公、服务便捷等目标。具体而言，其是对政府部门组织内部结构与业务工作流程的优化整合，突破时间、地域、不同政府组织层级和部门的限制，构建一个精简、高效、公平的新型政务运作模式，最大限度地发挥政府部门的职能和作用，为社会和公众提供更为优质、便捷的信息管理和服务[1]。……
