摘 要 国际化创新引智作为助推“双一流”建设的重要途径之一，研究与创新高校创新引智持续运行与发展模式，有利于面向国家重大战略需求，参与和推动世界一流大学和一流学科建设。本文由“双一流”背景下国际化创新引智目标指向切入，在实施层面所面临难点问题的基础上，分析并提出关于高校国际化创新引智路径探索的一些思考与举措。

Exploration on the Path of International Innovation and Talent Introduction in

Colleges and Universities under the Background of "Double First Class" Construction

Abstract As one of the important ways to boost the "double first-class" construction， the research and innovation of the sustainable operation and development mode of innovative talent introduction in colleges and universities is conducive to facing the major national strategic needs， participating in and promoting the construction of world-class universities and first-class disciplines. This paper starts from the goal of introducing talents for International innovation under the background of "double first-class"， analyzes and puts forward some thoughts and measures on the exploration of the path of introducing talents for International innovation in colleges and universities on the basis of the difficult problems in the implementation level.

1 “雙一流”建设背景下国际化创新引智目标指向

建设世界一流大学和一流学科是党中央、国务院作出的重大战略决策，对于提升我国教育发展水平、增强国家核心竞争力等具有重要的意义。国务院于2015年印发了《统筹推进世界一流大学和一流学科建设总体方案》 ，[1]教育部、财政部、国家发展改革委于2017年和2018年先后印发了《统筹推进世界一流大学和一流学科建设实施办法（暂行）》[2]和《关于高等学校加快“双一流”建设的指导意见》，[3]明确了高校的主体责任，提出了坚持内涵发展的基本原则，为高校国际化创新引智助力于“双一流”建设的发展方向提供了指导。

国际化创新引智应当有效服务于提升高等学校人才培养、科学研究、社会服务和文化传承创新水平;引育并举、以育为主，形成一批活跃在国际学术前沿的一流专家、学科领军人物和创新团队;重点建设一批国内领先、国际一流的优势学科领域，提升解决重大问题能力和原始创新能力，加强国际协同创新;推进高水平实质性的国际合作，有效融合优质资源至教学科研全过程，搭建国际合作平台，形成高水平人才培养体系;积极参与国际标准和规则的制定，提升国际影响力和话语权。……
