摘  要：公共技术服务平台是新型研发机构发挥其显著资源优势、促进科研创新及技术成果转化的关键载体。完善公共技术服务平台的建设和管理，是做好平台资源共享和技术服务的根本、推动当地生物医药行业迅速发展的重要保障。该文旨在探讨生物医药行业公共技术服务平台的基础设施、团队平台和人才培养等建设内容，并阐述共享平台的信息化管理及安全管理机制。

Discussion on the Construction and Management of Public Technical Service Platform in New                                       Research and Development Institutions

Abstract：As a carrier to make full use of its advantages in resources and promote scientific research innovation and technological achievements transformation， public technology service platform plays an important role in new research and development institutions. Perfect construction and management is beneficial to resource sharing and technical service， and to promote the rapid development of bio-pharmaceutical industry. This article aims to discuss the construction of infrastructure， team platform and talent training in the field of biological medicine， and to elaborate the information management and the mechanism of security management for public technology service platform.

近年来，随着我国对生物医药行业的科研投入稳步提升，各地新型研发机构的科研资源也日益增多。积极推进公共技术服务平台的建设，能够有效地贯通“基础研究—应用研究—产业孵化”创新链、产业链和资金链。为加快科技成果转化、产业技术进步和人才引进培养，降低创新创业成本，缩短研发和产业化周期，建设集仪器公益化使用和适用技术培训于一体、面向产业和科研的专业化开放型公共技术服务平台，是现代生物技术与新医药产业发展的基石[1]。科学的管理公共技术服务平台，是高效利用优势实验资源、完善共享服务机制的重要保障。因此，新型研发机构作为一种新兴的科研组织[2]，建立多层次的公共技术服务平台是必要的，是顺应新时代发展趋势的。
