摘  要：在“積极参与全球治理”的宏观背景下，我国亟需一大批具有广阔国际视野和扎实语言功底的复合型高层次全球治理人才。“外语+”高层次人才是我国参与全球治理重要的人才力量。创新优化外语培养模式是积极响应习近平总书记提出的“加快培养国家急需的高层次人才，为坚持和发展中国特色社会主义、实现中华民族伟大复兴的中国梦做出贡献”重要举措之一。瞄准关键领域，基于我国积极参与全球治理战略，提出了“外语+”拔尖人才培养模式，系统阐述国际化视野下“外语+”拔尖人才培养的内涵、意义和方式，为培养高层次全球治理人才提供切实可行的方案。

On the Cultivation of "Foreign Language +" High Level Talents under the Background of Global Governance

Abstract： Under the macro background of "actively participating in global governance"， China urgently needs a large number of compound high-level global governance talents with broad international vision and solid language skills. "Foreign language +" high-level talents are an important talent force for China to participate in global governance. The innovation and optimization of foreign language training mode is a positive response to President Xi Jinping's "accelerating the training of China's most urgent high-level talents and contributing to China's dream of adhering to and developing socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation." Aiming at the key areas， based on China's active participation in global governance strategy， this paper puts forward the "foreign language +" top-notch talent training mode， systematically expounds the connotation， significance and methods of "foreign language +" top-notch talent cultivation from the perspective of internationalization so as to provide a feasible scheme for training high-level global governance talents.

党的十九大发出“构建人类命运共同体”的伟大倡议，庄重宣誓了“继续发挥负责任大国作用，积极参与全球治理体系改革和建设，不断贡献中国智慧和力量”的真诚愿望。在世界百年未有之大变局之际，面对国际局势的深刻变革，全球化趋势日益增强，国际社会更加期待听到中国声音，看到中国方案，也更加希望中国在国际事务中发挥出更多、更重要的作用。

加强参与全球治理的人才培养推送工作是人类命运共同体构建的客观要求，是为新时代国家和社会发展提供人才支撑的应有之义。高校作为培养人才、发展科技的阵地，最终要实现服务国家、社会和人民的使命，因此高校发展必须要顺应历史潮流，与国家保持“声同音、步同调、力同向、心同往”。……
