摘  要：为解决国有大型集团公司加强土地房屋资产全生命周期的信息化管理，提高对土地房屋的经营效率，实现土地房屋资产的保值和增值，摸清某集团范围内土地、房屋资产状况。该项目对土地权属、房屋状况调查的技术路线、不动产调查目标和调查方案，以及调查后的成果制作进行了研究，并且对国有大型集团的土地房屋管理提出了合理性建议，为不动产信息化管理做好数据准备。

Investigation and Research on the Property of Enterprise Land and House

Abstract： In order to solve the problem of large state-owned group companies strengthening the information management of the whole life cycle of land and housing assets， improving the operating efficiency of land and housing， and realizing the preservation and appreciation of the value of land and housing assets， to find out the property status of land and house within the scope of a group. The project has studied the technical route of land tenure， housing status survey， the objectives and programme of real estate survey and the production of the results of the survey， and put forward the reasonable suggestion to the land housing management of the state-owned large-scale group， make the data preparation for the real estate information management.

該土地房屋资产专项调查研究的主要目标是摸清大型国有集团范围内土地、房屋资产状况，调查土地权属、范围、面积、用途，掌握房屋建设使用情况，标识尚未取得规划执照的建筑物，同时，梳理产证，撰写分析和建议报告，对需要完成产证办理的土地和房屋制定办证指南[1]。此次土地房屋资产专项调查的结果需要对违规违建房屋的处置，以及土地房屋资产全生命周期的管理提供支撑，并在此基础上，需要按照集团土地管理的要求及土地开发前期工作实际情况，结合信息化管理的需要，制定土地房屋资产管理的业务规则，提供对建立土地开发建设手续办理、产证办理与档案管理、土地房屋资产信息化管理的工作机制的相关建议。

1  工作内容与调查准备

1.1 调查任务
