摘  要：结合我国民航的发展现状，指出安全管理、安全文化建设对民航工作的重要性。空管是民航强国的重要构成部分，依据空管原因导致的民航不安全事件和严重事故征候，对空管安全文化的现状进行分析，强调构建空管安全文化的必要性。提出从构建安全物质文化、安全制度文化、安全精神文化等入手构建空管安全文化，并注重加强风险管理和危险源识别，定期开展安全文化评估，力求降低民航事故发生率，推进航空安全运行。

Research on Air Traffic Control Safety Culture Based on Civil Aviation Unsafe Events

Abstract： Based on the current development of China's civil aviation， this paper pointed out the importance of safety management and safety culture construction to civil aviation work. Air traffic control is an important part of a powerful civil aviation country. This paper based on the unsafe incidents and serious incidents of civil aviation caused by air traffic control， then analyzed the current situation of air traffic control safety culture and emphasized the necessity of building air traffic control safety culture. This paper was proposed to build an air traffic control safety culture starting from the establishment of a safe material culture， a safety system culture， and a safety spiritual culture. In addition， it should be focused on strengthening risk management and hazard source identification， and conducting regular safety culture assessments to reduce the incidence of civil aviation accidents and promote safe aviation operations.

民航是我国综合交通运输的重要组成部分，2019年，我国民航旅客运输量达6.6亿人次，同比增长7.9%，运输总周转量1292.7亿吨公里，同比增长7.1%[1]，我国成为仅次于美国的民航大国，在迈向民航强国的道路上不断前行。安全是一切工作的基础和前提，安全是民航业的生命，良好的安全管理是民航强国建设和发展的重要条件和基础。安全水平高，将会促进我国由民航大国向民航强国迈进，同时民航强国战略实施过程中的安全投入又必然会提高民航安全水平;反之，如果民航安全水平低则将会制约民航强国战略的实施，所以安全是我国民航业发展的首要前提和根本保证。

我国民航安全由新中国成立初期的摸索管理阶段到改革开放后经验管理阶段，再到1995年10月30日《中华人民共和国民用航空法》頒布后的规章管理阶段，最后到现今的体系管理阶段[2]，民航事故率逐渐降低，民航安全管理也取得了一定的突破和进展。……
