摘  要：当前我国经济发展步入新常态阶段，科研项目发展是企业知识资本积累的必然过程，在经济转型、产业升级的大背景下，国有企业科研项目数量和规模都持续增长，这使得项目管理难度和运行风险都有所增加。该文主要探讨国企科研项目过程管理典型问题，结合国外先进经验提出加强科研项目精细化过程管理的建议，以期为其他国有企业提供参考。

The Research on Refinement Process Management for State-owned Enterprises

Abstract： At present， China's economic development has entered a new normal stage.The development of scientific research projects is the inevitable process of the accumulation of enterprise knowledge capital. In the context of the economic transformation and industrial upgrading， the number of scientific research project of state-owned enterprises and the scale continues to grow， which makes the difficulty of project management and the risks of operation increasing. This paper mainly discusses typical problems existing in the process management of  state-owned enterprises' scientific projects. Combined with foreign advanced experience， suggestions to strengthen the management of scientific research project refinement process will be presented to provide reference for other state-owned enterprises.

当前我国经济发展步入新常态阶段，普遍低速增长的大环境下各行业应坚持技术发展与创新，因此近两年国家在科研领域的资源投入和政策支持力度较大。政策变化有效地刺激了国家科研发展，但部分国有企业科研项目快速增长但项目管理能力不足，导致项目资源利用质量、项目推进效率和成果质量不理想。对此，国有企业需针对科研项目多样化、规模化发展的现状制定精细化的项目管理机制，以此加强资源利用的集约性并提高项目运行效率和质量。

1  我国国有企业科研项目过程管理现状及问题

科研项目的本质是创新活动，因此科研项目管理必然存在风险性，这使得除行政事业单位直管科研单位外，大多数科研机构在项目管理中都将风险管理作为核心。而且科研项目与生产和经营项目不同，其不存在固定的工序或开发逻辑，项目执行过程和结果通常也与任务书等存在偏差，这导致科研项目过程管理的难度进一步增加，因此部分国有企业更重视科研项目风险控制和经费管理。……
