摘  要：新时代人们对美好生活的追求与不平衡、不充分发展之间的矛盾是社会的主要矛盾，幸福感、安全感与获得感也是人们所追求的。那么，关乎人们生活的温室气体零排放，即碳中和会带来哪些绿色投资机遇。鉴于此，文章驾驭文献资料法、逻辑分析法，解读了碳中和的内涵，进而分析了碳中和带来的影响，剖析了碳中和带来的绿色投资机遇，并且尝试性从法律、技术与政府服务这3个层面建构了优化碳中和带来绿色投资机遇的机制。以期有益于加深对碳中和的理论认识，有利于推动碳中和的行动;有助于推进碳中和带来的绿色投资机遇的把控。

Green Investment Opportunities Based on Carbon Neutral

Abstract： In the new era， the contradiction between people's pursuit of a better life and unbalanced and inadequate development is the main contradiction of the society. Happiness， security and sense of acquisition are also what people pursue. So， what green investment opportunities will be brought about by zero emission of greenhouse gases， that is， carbon neutrality， which is related to people's lives. In view of this， this paper uses the methods of literature review and logical analysis to interpret the connotation of carbon neutralization， and then analyzes the impact of carbon neutralization， analyzes the green investment opportunities brought by carbon neutralization and tries to construct a mechanism to optimize the green investment opportunities brought by carbon neutralization from three aspects of law， technology and government services. In order to deepen the theoretical understanding of carbon neutralization， promote the action of carbon neutralization， and promote the control of green investment opportunities brought by carbon neutralization.

習近平总书记于2020年9月22日在第75届联合国大会上提出，中国努力争取在2060年实现碳中和[1]。这一碳中和目标的宣示，可以说为“零碳中国”明晰了方向，给绿色可持续高质量发展、生态文明建设勾勒了重要内容，加大了能源革命的动力。碳中和这一奋斗目标，从另一个角度来讲，也是给了市场一个信号，从而将会对关注零碳发展的长期价值投资者产生助推作用，增加了对零碳资产、零碳技术及零碳项目进行投资的信心。

1  内涵解读：何为碳中和

如果把全球温升可以稳定于某一给定的水平，就是说将全球“净”温室气体的排放量降为零。换言之，排入到大气的温室气体与吸收的量之间达到了平衡，这种状态就称之为中和或者净零排放。……
