摘  要：基于顶层设计的方法，对交通运输监管服务应用体系架构进行了研究。统筹了省级交通运输行业已建、在建、待建的应用系统，提出了交通运输监管服务的业务架构和应用架构，进而提出了交通运输监管服务应用体系的总体架构，用于指导省级交通运输行业监管服务平台的建设，实现了交通运输行业各业务领域的互联互通和监管闭环。

Research on the Construction of Transportation Supervision and Service Platform Based on Top-level Design

Abstract： Based on the top-level design method， the transportation supervision and service application system architecture is studied. The application systems that have been built， under construction， and to be built in the provincial transportation industry are coordinated， the business and application architecture of transportation supervision and service are proposed， and then the overall architecture of the transportation supervision and service application system is proposed， which is used to guide the construction of provincial transportation industry supervision and service platform to realize the interconnection and closed-loop supervision of various business fields in the transportation industry.

0 引  言

交通运输行业具有“点多、线长、面广”的特点。“十三五”期间，随着社会对交通运输体系依赖度不断提高，交通运输监管服务范围急速扩展，涵盖了交通建设、公路监管、道路运输、水路监管、安全生产、综合执法、信用监管、应急指挥等业务领域。因各省交通运输行业缺乏统一规范和顶层设计，各类业务应用系统“百花齐放”，整个运输体系日显庞杂，新问题、新矛盾不断涌现，社会对道路运输行业的安全、环保、高效的要求不断提升，发展面前交通运输行业管理与服务能力同样不断面临挑战。不同业务领域在信息共享方面也存在较大壁垒，无法做到完全共享，出现“信息孤岛”的现象。

为了解决上述问题，需建立一套完整的交通运输监管服务应用体系，作为推进交通运输行业治理体系和治理能力现代化，提升行业监管能力，促进行业监管体制机制创新和制度流程标准重塑的重要抓手。
