摘 要：以提升人们生活质量为目标的生态环境监测，在多年发展中积累了许多纸质档案，急需一种更有效的方法处理数量庞大的档案信息。该文对生态环境监测档案从信息化管理角度展开系统性分析，研究现存的若干问题，并提出对应的解决措施，旨在为中国生态环境监测档案管理与应用提供技术指导，推动中国生态环境监测与保护迈入新时代。

Abstract：Ecological environment monitoring， which aims to improve people's quality of life， has accumulated many paper archives in the course of years of development， and urgently needs a more effective way to deal with a large amount of archival information. This paper systematically analyzes the ecological environment monitoring archives from the perspective of information management， studies some existing problems， and provides corresponding solutions， aiming to provide technical guidance for the management and application of ecological environment monitoring archives in China， and promote China's ecological environment monitoring and protection into a new era.

中國正处于数字信息化发展的重要时代，各行业都通过信息化实现技术革新，推动行业的快速发展。面对这种时代发展趋势，档案机构也需要通过合适方法，让档案管理进入全面信息化，实现对档案资源的数据化管理与应用，为之后的深度开发做好准备工作。而生态环境监测涉及到大量档案资源，更需要通过信息化进行管理，实现资源的最大化应用。

1 生态环境监测档案信息化管理理论

生态环境监测档案是在进行生态环境监测业务时产生的具有保存价值的不同形式和载体的生态环境监测文件、图表及各种监测数据等信息资料。其可以真实反映当前生态环境质量，也可以为相关单位提供监测数据信息，以此为城市管理和环保决策提供准确的信息，推动生态环境保护事业的健康发展。对生态环境监测档案进行信息化管理，是建立在互联网环境基础上，运用以大数据技术为代表的信息技术，进行对生态环境监测档案信息化的高效管理，并针对档案数据系统进行深入研究，为后续应用做好了前期准备工作。……
