摘要：基层应急救援力量是实现基层自然灾害、事故灾难“打早打小，救早救小”的关键力量，随着应急管理机构改革及职能调整，基层应急救援力量建设发展也进入新的阶段。本文在对浙江省某市基层应急救援力量开展调研的基础上，分析总结了基层应急救援力量建设发展中存在的问题，并针对性地提出了对策建议，以期为推进基层应急救援力量建设发展，提升基层应急处置能力提供参考和借鉴。

The Innovation of Grass-roots Emergency Rescue Force in a Certain City in Zhejiang Province

Abstract：The grass-roots emergency rescue force is the key force to realize the basic natural disasters and accident disasters "hit the early and fight the small， save the early and save the small". With the reform of the emergency management organization and the adjustment of functions， the construction and development of the grassroots emergency rescue force has also entered a new stage. Based on the investigation of the grassroots emergency rescue force in a certain city in Zhejiang Province， this article analyzes and summarizes the existing problems in the construction and development of grassroots emergency rescue force， and puts forward countermeasures and suggestions in order to promote the development of grassroots emergency rescue force. Provide reference and reference for improving the emergency response capability at the grassroots level.

2018年3月21日，中共中央印发了《深化党和国家机构改革方案》决定，将国家安全生产监督管理局、国务院办公厅应急管理办公室等13个相关部门的相关职能进行整合，组建应急管理部，标示着我国应急管理体制进入了新时代^[1];2018年10月9日，根据中央改革部署，公安消防部队、武警森林部队转隶到应急管理部，组建国家综合性消防救援队伍，建设中国特色应急救援主力军和国家队^[2]。随着机构改革与职能调整的深化，与“大安全、大应急、大减灾”体系相匹配的应急救援力量体系将全面重塑重构。

因此，面对新时期的历史使命，应适应职能转变，理解掌握基层应急救援力量建设的状态，分析伍建设发展过程中存在的问题，并针对性地提出解决意见和建议，从而进一步推动应急管理体系和能力现代化。提升应急救援能力既是形势所需，也是时代呼唤^[3]。

1 基层应急救援力量建设基本情况

近年来，浙江省某市积极落实上级关于应急管理工作决策部署，按照“分类管理、分级负责、条块结合、属地管理”的原则^[4]，基本建立了覆盖全市区域的市—县（区）—乡镇（街道）三级应急救援力量体系。……
