摘要：电力企业在运营时会产生大量的废旧计量设备，以往对这些废旧物资的处理不够重视，造成了大量的资源浪费。本文介绍了电能计量设备，并分析了当前供电企业废旧物资管理中存在的问题，如企业对废旧物资管理的重视程度不够、废旧物资管理手段落后等，主要阐述了废旧物资管理的职责、流程以及要求，希望能为相关工作人员提供参考。

Study on Value Analysis and Reuse Management of Metering Equipment

Abstract： A large number of waste metering equipment will be generated in the operation of electric power enterprises. In the past， insufficient attention was paid to the disposal of these waste materials， resulting in a large amount of resource waste. This paper introduces the electric energy metering device， and analyzes the current problems existing in the power supply enterprise management of waste materials， such as enterprise not enough emphasis on the management of waste materials， waste materials management means backward， etc.， and discusses the responsibilities， processes and waste materials management requirements， hope to provide the reference for relevant staff.

1电能计量设备

其包括各种类型的电能表、计量用互感器、计量自动化终端（负控终端、配变终端、集中器、厂站终端）、计量表箱（柜）、计量封印、其他计量配套设备（电能表用外置断路器、通信模块、智能周转柜等），主要分为以下几种。

（1）固定资产类设备：是指在营销技改项目采购，按照公司成本词典作为资产转固对象的计量设备，通常包括计量自动化终端（负控终端、配变终端、集中器、厂站终端）、10kV高压电流互感器、10kV高压电压互感器、组合式互感器等。技改工程的工程费用会分摊到设备的净值上，因此会出现该設备的资产净值高于采购价格的情况。

（2）成本类设备：又称非固定资产设备，是指在计量材料费购置的设备，通常包括电能表、低压电流互感器、表箱、封印、电表载波通信模块、低压集抄采集器、计量自动化终端（负控终端、配变终端、集中器）、公网通信模块、空气开关、接线盒、线材、PVC管材等。

（3）退运计量设备：指在经营中因磨损、损坏、技术更新、工程拆除（含灾害抢修）、严重污染环境或按上级有关规定等原因退出使用的计量设备，经鉴定分为闲置计量设备和报废计量设备。……
