摘要：根据保山学院实施的“国培计划”县级教师培训团队置换脱产研修项目，采用问卷的形式对学员返岗后跟踪调查，总结项目实施经验的同时，分析项目实施存在问题，探讨了对策，更有力的推进“国培计划”。

A Questionnaire Report on the Return of the Students of the "National Training Plan" County Level Teacher Training Team Replacement out of Production Training Project

Abstract：According to the "National Training Plan" implemented by Baoshan College，the county-level teacher training team replacement out of production training project，the questionnaire form is used to track and investigate the trainees after returning to work，summarize the intended experience of project implementation，analyze the existing problems in project implementation，explore the countermeasures， and more effectively promote the "national training plan".

1引言

中小学教师国家级培训计划，简称“国培计划”，由教育部、财政部2010年全面实施，是提高中小学教师特别是农村教师队伍整体素质的重要举措[1]。“国培计划”包括“中小学教师示范性培训项目”和“中西部农村骨干教师培训项目”两项内容，其通过创新培训机制，采取骨干教师脱产研修、集中培训和大规模教师远程培训相结合方式，对中西部农村义务教育骨干教师有针对性的专业培训[2]。中西部农村骨干教师培训项目包含县级教师培训团队置换脱产研修、送教下乡培训、乡村教师访名校培训、乡村校（园）长培训、教师网络研修等五个项目。经过招投标机制，保山学院获得2015-2017年县级教师培训团队置换脱产研修项目，90人，为期三年。

2项目实施过程

县级教师培训团队置换脱产研修项目在项目县分学科、分学段、分领域遴选优秀的中小学骨干教师、教研员、专职培训者到保山学院参加18周（共126天）为期三学年的分段脱产研修。高等院校每年按照参训者与师范生1：1的比例，遴选高年级优秀师范生到项目县进行持续时间为18周的实习及顶岗实践教学活动。……
