摘 要：军事术语是军队在作战、训练及其他行动和工作中统一使用的规范化军事用语，是军队顺利沟通交流、协调行动、统一认知的必要条件，对促进和提升部队战斗力发挥重要支撑作用。文章简要介绍了美军“国防部术语计划”的主要目的、任务、法规和政策依据及取得的成果，归纳总结了美军军语及相关术语标准化的特点，以期为我军军语规范化工作提供一些借鉴。

DOD Terminology Program and Its Enlightenment on the PLAs Standardization of Military Terms//WANG Huadan， ZHENG Zhen

Abstract： Military terms are words used by the military in combat， training， and other operations. It is the standardized language used to ensure smooth communication， mutual understanding and joint operations and facilitate the military forces to improve operational effectiveness. This paper briefly introduces Department of Defense Terminology Program in terms of its purpose， tasks， policy and products， then summaries the main characteristics of DoD standardization of military and associated terminology. We hope to draw some references for PLAs standardization of military terminology.

引言

军语是军事术语的简称，是军队在作战、训练及其他行动和工作中统一使用的规范化的军事用语[1]。军语的统一对军队协调行动、促进彼此沟通和相互理解至关重要，它甚至是战斗力的体现。叶剑英元帅曾明确指出：“统一军语不仅是为了便于学术研究，更重要的是为了在运用时特别是在作战时不致因产生误解而出乱子。”[2]刘伯承元帥强调，“没有军事术语的统一，就不能准确地交流思想，就会影响到以后的军事行动和作战指挥”[3]，“在军事上一字之差也会死很多同志，甚至影响战斗的成败”[4]。美参谋长联席会议（以下简称“参联会”）前主席马丁·登普西也曾引用著名美国作家马克·吐温说过的“用词准确与用词几乎准确，这两者之间的差异就如闪电与萤火虫之间的差异”来强调统一的条令语言的重要性。术语的标准化是统一术语的有力助推器。美军历来重视术语的标准化工作，“国防部术语计划”[Department of Defense （DOD） Terminology Program]是这项工作的重要体现。……
