摘 要：科学、高效的科研管理机制对于省级农业科研院所发展起着关键作用。该文介绍了省级科研院所科研管理与服务的现状，分析了存在的问题，并提出了加强科研管理队伍综合素质建设、建立高效持续的科研评价及激励机制、健全科研成果转化机制等省级农业科研院所创新管理的对策建议，以期推动其科研管理工作的制度化、科学化、规范化发展。

Reflections on the Scientific Research Management and Service of Provincial Agricultural Research Institutions under the New Situation

Abstract： Scientific and efficient scientific research management mechanism plays a key role in the development of provincial agricultural research institutes.The article introduces the present situation of scientific research management and service of scientific research institutes， analyzes the existing problems.Suggestions to strengthen innovative management of provincial agricultural research institutes were put forward， such as strengthening the construction of scientific research management team overall quality， establishing efficient ongoing scientific research evaluation and incentive mechanism， improving the mechanism of transformation of scientific research achievements， etc. It is helpful to promote the systematization， scientization and standardization of its scientific research management.

“十四五”規划明确要求，深化农业科技体制改革，提高农业质量效益和竞争力。农业科研管理是省级农业科研院所工作的主要组成部分[1]。为了充分发挥科技对加快农业现代化建设、促进农村经济社会发展的重要支撑引领作用，省级农业科研院所的科技创新体制机制还需要进一步完善。科研院所的管理服务水平直接影响着科研水平和创新能力的有效提升，探索出产学研高度融合的科研管理新思路，构建高效的协同创新机制，实现科技研发效益的最大化，是提高省级农业科研院所科技创新能力的根本保证[2]。

1 省级农业科研院所科研管理现状

1.1 科研工作取得显著成效 新形势下，随着国家政策对农业科技的大力支持，省级农业科研院所的科研工作近年来已取得了显著成效，科研实力明显增强。许多新品种及配套技术辐射到20多个省市自治区，在全国各产区落地生根，被广泛推广应用，在国家实施攻坚脱贫、乡村振兴战略中发挥了重要的引领示范作用，取得了显著的经济效益、社会效益和生态效益。……
