摘要：智慧排水指挥调度管理系统是智慧城市的重要组成部分，依托大数据、互联网、物联网等信息技术，可以实现对城市排水系统運行情况的实时掌握，并根据实际需要灵活调度、科学指挥，在解决城市内涝、提高城市水资源利用率等方面发挥了显著作用。本文首先介绍了智慧排水指挥调度管理中使用到的一些信息技术，随后着重概述了智慧排水指挥调度管理系统的基本组成和具体功能，包括电子水尺系统、视频监控系统、河道水位检测系统、雨量数据采集系统等。最后结合南昌市城市排水应用实例，证明智慧排水指挥调度管理系统在预防城市内涝方面发挥了良好效果。

Application of Information Technology in Smart Drainage Command and Dispatch Management

Abstract： The smart drainage command and dispatch management system is an important part of a smart city. Relying on big data， Internet， Internet of things and other information technologies， it can realize real-time control of the operation of the urban drainage system， and flexible dispatch and scientific command according to actual needs. It has played a significant role in solving urban waterlogging and improving the utilization rate of urban water resources. This article first introduces some information technologies used in smart drainage command and dispatch management， and then focuses on the basic composition and specific functions of the smart drainage command and dispatch management system， including electronic water gauge system， video monitoring system， river water level detection system， rainfall Data acquisition system， etc. Finally， combined with the application of urban drainage in Nanchang， it proves that the intelligent drainage command and dispatch management system has played a good effect in preventing urban waterlogging.

在早期的城市建设中，由于缺少统筹规划，城市排水系统的统一调度难度较大，在处理暴雨等突发事件方面缺乏有效联动，各方力量难以快速、高效地形成合力，影响了城市排水系统的正常运行。随着“智慧城市”的不断发展，信息化技术在城市排水管理中得到了推广应用，构建智慧排水指挥调度管理系统成为保障城市排水系统稳定运行的关键。近年来，国内许多城市进行了智慧排水指挥调度管理系统的试点应用并取得了良好效果，尤其是在强降雨天气下避免城市内涝问题上有突出表现，具有推广应用价值[1]。
