摘要：在现代生活中，突发公共事件的发生并不偶然，全社会对于突发事件也越来越重视，突发公共事件成为了生活中最重要的部分之一。本文以宝坻区为参照标准，宝坻区突发公共事件预警信息发布系统的建设是国家、省、地市、县四级预警信息发布平台的重要组成部分，是政府应急相关部门和社会公众及时有效获取预警信息的重要渠道。突发公共事件预警信息发布系统主要承担自然灾害预报预警信息、公共卫生事件信息的及时有效发布，确保第一时间服务于民众，为防减灾做好服务保障。

Absrtact： In modern life， the occurrence of public emergencies is not accidental， the whole society has become more and more attention to public emergencies， public emergencies become one of the most important part of life. The construction of Baodi District public emergency early warning information release system is an important part of the national， provincial， prefectural and county level early warning information release platform， is the government emergency response departments and the public timely access to the main channel of early warning information. The system is mainly responsible for the timely and effective release of natural disaster forecast information and public health event information， to ensure the first-time service for the people， to do a good job in disaster prevention and mitigation services.

1項目建设背景、目标、内容

1.1项目建设背景

应国家应急办统一要求，由市政府应急办牵头，市气象部门承建天津市突发公共事件预警信息发布系统，该系统能够接入天津市各部门预警信息，并实现将预警信息及时、有效、权威地向全市应急责任人和公众发布功能系统。天津市政府高度重视突发公共事件预警信息发布工作，在《关于加强我市气象灾害监测预警及信息发布工作的实施意见》（津政办发[2011]131号）文件中明确：加快全市突发事件预警信息发布系统建设。宝坻区突发公共事件预警信息发布系统作为天津市突发公共事件预警信息发布系统的重要组成部分，主要承担宝坻区行政区域内突发公共事件的信息收集、上报和发布等功能。

1.2项目建设目标

在天津市人民政府和宝坻区人民政府的统一领导下，通过宝坻区电子政务网或宽带网连接市政府预警发布系统和相关部门预警发布系统。……
