摘要：随着社会的发展，科技创新、经济转型对成果转化的新需求，企业越来越意识到，要想发展离不开创新的科技，谁最先掌握了新技术，谁就赢在了起跑线，企业要想在激烈竞争下获得发展，离不开对先进技术的支持，而高校的科研队伍是重要的科研力量，往往掌握了最前沿的技术，因此企业迫切需要和高校合作，对高校的横向项目迫切需要日益增加。本文通过分析高校横向项目的价值、当前存在的问题以及相应的对策研究，为高校横向项目有序开展提供建议，进而利于高校面向社企业需求和科技成果转化，为经济建设做贡献。

Research on Management Methods of Horizontal Scientific Research Projects in Colleges and Universities

Abstract： With the development of society and the new demand of scientific and technological innovation and economic transformation for the transformation of achievements， enterprises are becoming more and more aware that if they want to develop innovative science and technology， whoever first mastered the new technology will win at the starting line. If they want to develop under the fierce competition， they cannot do without the support of advanced technology， and the scientific research team in Colleges and universities is an important scientific research force， Often master the most cutting-edge technology， so enterprises urgently need to cooperate with colleges and universities， and there is an urgent need for horizontal projects in Colleges and universities. By analyzing the value， current problems and corresponding countermeasures of horizontal projects in Colleges and universities， this paper provides suggestions for the orderly development of horizontal projects in Colleges and universities， which is conducive to the needs of social enterprises and the transformation of scientific and technological achievements， and make contributions to economic construction.

眾所周知，高校科研项目按照资金的来源方式一般分为纵向科研项目和横向科研项目两种。纵向研究项目课题通常由国家、省市或部委向各个高校以及相关的单位来颁布的各种类型的项目。政府部门（或者受政府部门委托）下达，科研资金来自于政府，接受政府监督和管理。而横向科研项目属科技项目的一种，是指企事业单位、兄弟单位委托的各类科技开发、科技服务、科学研究等方面的项目，以及政府部门非常规申报渠道下达的项目，包括企事业单位、党政部门、国际机构等合作或者委托研究的项目其资金往往来自于社会企业。纵向项目与横向项目对于高校发展及社会需求作用各有不同，本文主要围绕高校横向项目存在的问题及解决方案的研究。……
