在全球化不断深入发展的态势下，科技创新成为谋取发展优势，激发发展动能的必然选择。世界各国都建立了自己的科技创新管理和服务体系，通过完善相关工作促进本国科学研发和科技创新工作。本文主要通过文献综合、案例比较等途径，对近年来国内外采取的几种主要的管理服务体系建设机制进行简单比较，分析科技创新管理和服务工作中的主要问题，为建设和完善具有我国特色的科技创新管理和服务体系提供借鉴。

Research on the Construction Path of Scientific and Technological Innovation Management Service System

Abstract： With the deepening development of globalization， scientific and technological innovation has become an inevitable choice to seek development advantages and stimulate development momentum. All countries in the world have established their own scientific and technological innovation management and service systems to promote their scientific R & D and scientific and technological innovation through improving relevant work. Through literature synthesis and case comparison， this paper briefly compares several main construction mechanisms of management service system adopted at home and abroad in recent years， and analyzes the main problems in scientific and technological innovation management and service， so as to provide reference for the construction and improvement of scientific and technological innovation management and service system with Chinese characteristics.

在全球數字化、信息化发展的时代趋势下，科技创新逐渐成为全球社会关注的焦点问题。科技创新与成果应用迎来了全新的发展机遇，同时也面临着新的挑战。在科技创新工作转型升级的关键节点，如何构建稳定有序、健全高效的科技创新管理和服务体系成为科研机构、管理单位和科研人员共同关注的问题。

目前有关创新服务的研究已有一定进展，早在1982年，L Sigelman、PW Roeder等人就通过对美国各州社会服务的综合比较论证了创新服务在社会发展和管理过程中的重要作用[1]。之后H.P. Tschirky通过企业发展的角度探讨了科技创新管理对企业和社会科学发展的重要作用[2]。而我国的科技创新服务相关研究，则是在科技快速发展并与社会各领域之间融合不断深入的形势下开展的。2014年，郭红侠等人从宁夏科技创新管理体系出发，探讨了科技创新在经济发展、提高国家或地区社会生产力和综合国力过程中的重要作用[3]。……
