摘 要：推动建筑垃圾减量化是建筑垃圾治理体系的重要内容，也是节约资源、保护环境的重要举措。近年来，河南省城市化进程加快，每年产生大量建筑垃圾，但资源化、无害化程度低，严重影响人居环境和美丽河南建设。以河南省建筑垃圾减量化技术管理为研究样本，全面分析河南建筑垃圾减量化特点及存在的问题，并结合实际提出建筑垃圾技术管理对策，为推动河南省建筑垃圾减量化、资源化、无害化以及建设美丽河南提供一定的理论参考。

Abstract： Promoting the reduction of construction waste is an important part of the construction waste management system， and it is also an important measure to save resources and protect the environment. In recent years， the urbanization process of Henan Province has accelerated， and a large amount of construction waste is generated every year. The degree of recycling and harmlessness is low， which seriously affects the living environment and the construction of beautiful Henan. This paper takes the construction waste reduction technology management in Henan Province as a research sample， comprehensively analyzes the characteristics and existing problems of construction waste reduction in Henan Province， and puts forward construction waste technical management countermeasures in combination with the actual situation. It provides a certain theoretical reference for the construction of beautiful Henan.

近年來，随着中部崛起战略的深入实施，城镇化、新农村建设以及旧城改造等举措不断推进，河南省建筑垃圾排放量不断增加。据统计，河南省每年产生1亿多吨建筑垃圾，但是相应的建筑垃圾消纳场所紧张、资源化利用程度较低，“建筑垃圾围城”现象凸显，严重影响人居环境和美丽河南建设。近年来，河南省在建筑垃圾管理方面不断探索，政策方面出台了《河南省人民政府关于加强城市建筑垃圾管理促进资源化利用的意见》《河南省建筑垃圾管理和资源化利用“试点省”工作实施方案》等文件，各级主管部门不断转变治理思路，提高建筑垃圾治理意识，明确建筑垃圾治理方向，并在建筑垃圾管理实践方面取得了重要进展。但是通过实地调研和文献研究发现，河南省在建筑垃圾减量化技术管理方面仍然缺乏系统规划。……
