摘要：隨着高校扩招，在校生人数和青年教师持续增加，地方工科院校基层教学组织标准化建设不同程度地存在着教研室建设落后、教学组织功能被忽视、青年教师培养有待进一步加强、教研成果转化能力不强等问题。文章以安徽理工大学为例，围绕以上问题进行了现状揭示与原因剖析，探索新工科环境下地方工科院校基层教学组织的建设之路，提升高校人才培养能力，推进高校“双一流”创建和本科教育内涵式发展。

Abstract： With the expansion of college enrollment， the number of students and young teachers continue to increase， and there are some problems in the standardization construction of grass-root teaching organizations in local engineering colleges， such as backward construction of teaching and research departments， neglected function of teaching organization， the need to further strengthen the training of young teachers， and poor ability to transform teaching and research achievements. This paper， taking Anhui University of Science and Technology as an example， reveals the current situation and analyzes the causes of the above problems， and explores the way to construct the grass-root teaching organization of local engineering colleges under the new engineering environment， so as to enhance the talent cultivation ability of colleges and universities， and promote the establishment of “Double First-class” college and the connotative development of undergraduate education.

基层教学组织是高等学校立德树人、落实教学任务、促进教师教学发展、开展教研活动、推进教学改革的基本教学单位，是联系教师与学生、落实教学工作的“最后一公里”，其建设和管理水平直接关系到高校教学水平和人才培养质量[1]。教研室作为落实教学任务、开展教研活动、推进教学改革的载体，是我国高校基层教学组织的主流形态[2]。

习近平总书记始终强调高校人才培养的核心地位，指出要办好我国高校，办出世界一流大学，必须牢牢抓住全面提高人才培养能力这个核心点，并以此来带动高校其他工作。2018年5月，习近平总书记在北京大学师生座谈会上发表的重要讲话明确提出抓好“三项基础性工作”，就是要坚持办学正确政治方向，建设高素质教师队伍，形成高水平人才培养体系。……
