摘 要：随着大学生创业创新的持续推进，大学生创业创新能力不足的问题日渐浮出水面。为进一步发挥大学生在社会经济发展中的重要作用，本文以安陽市为例，从大学生创业创新能力、教学内容和社会保障等方面分析了大学生创业创新表现不佳的原因。并从创业创新能力培养、教育体制改革、社会托底等角度提出了相应的对策，以期能从根本上提高大学生创业创新能力，为社会做出更大贡献。

Abstract： With the continuous promotion of college students' entrepreneurship and innovation， the problem of college students' insufficient entrepreneurship and innovation ability is gradually emerging day by day. In order to give further play to the important role of college students in social and economic development， this paper takes Anyang City as an example to analyze the reasons for the poor performance of college students’ entrepreneurship and innovation from the aspects of college students’ ability， teaching content and social security. It also puts forward corresponding countermeasures from the perspectives of entrepreneurship and innovation ability training， education system reform and social support， in order to fundamentally improve college students’ entrepreneurship and innovation ability and make greater contributions to the society.

大学生是最具自主创新意识的社会群体，更是创新型国家建设和发展的中坚力量 [1]。在那个教育机会匮乏的年代，“大学生”在相当长的一段时期内是一个让人羡慕的身份。1977年恢复高考后，大学生数量也呈现出逐年递增的趋势，录取比例也相应的从2000年的5.3%增长到2021年64.88%，毕业生人数从2000年的95万人一路增长到2021年的909万人。大学毕业人数和增长速度远远超过了社会能为大学生提供的工作岗位数。很多大学生毕业后找不到在校所学专业工作，造成了人才资源的极大浪费，大学生就业成为社会焦点问题。

受全球性疫情和极端天气的影响，我国整体经济增速放缓，经济上行压力继续增大。很多企业为减少成本，出现不少裁员现象，减少了岗位供给，加重了大学生就业压力。为此，国家提出深化供给侧改革，促进产业升级和经济内循环，支持大学生创新创业既是推进我国供给侧改革和产业升级的重要途径，同时也可以有效缓解当前大学生就业压力。……
