摘要：在区域粮食安全视角下，对甘肃省粮食供需平衡态势进行了分析，并采用线性趋势预测法对2019 — 2025年甘肃省粮食总产量及供需安全预测，提出结合粮食功能区的划定，保障粮食耕地面积，提高粮食生产能力;培育粮食产业竞争力和可持续发展能力;加强全国各区域间粮食产销合作，稳定市场保障能力等保障甘肃省粮食安全的建议。

Abstract：From the perspective of regional grain security， the balance of supply and demand of grain security in Gansu Province was analyzed， and the linear trend prediction method is used to predict the total grain output of and supply and demand security Gansu Province in 2019 — 2025. It was proposed to guarantee the cultivated land area of grain and improve the grain production capacity in combination with the delineation of grain function zones; to foster the competitiveness and sustainable development capacity of the grain industry; strengthening the cooperation of grain production and marketing among various regions of the country and stabilizing the market guarantee capacity.

粮食安全是关系国家安全、社会稳定和国计民生的重大战略问题。我国幅员辽阔，农业自然资源、粮食生产能力和人均粮食占有量地域差异很大[1 ]，粮食供求关系存在十分明显的区域和省际差异[2 ]。区域粮食安全构成了国家粮食安全[3 ]，是国家整体粮食安全的基础，对保障国家粮食总体平衡至关重要。甘肃省是我国粮食布局中产销平衡的省份，甘肃省粮食自给能够有效减小全国粮食安全的压力，因此粮食产销平衡区应该承担相应的责任[4 ]。现阶段粮食安全应该是满足城乡居民在正常和发生区域农业灾害的条件下能得到基本的粮食供给。甘肃自然生态条件脆弱，水土资源严重超载，粮食生产水平低下，粮食产量区域不平衡，近年来，随着经济的快速增长和工业化、城镇化进程的加快，建设用地急剧增加，农民种粮积极性下降，对粮食安全形成了潜在的威胁。……
