【摘  要】自2004年以来，国家连续十七年以中央一号文件发布支持“三农”工作，极大地促进了农村经济的发展。村级财务管理在农村经济发展过程中显得尤为重要，不仅关系农村经济发展进程和农村基层政权稳定，而且关乎群众的根本利益和幸福生活。因此，论文从村级财务管理现状着手，分析了村级财务管理存在的问题，提出了加强村级财务管理的新措施和新方法，提高了村级财务管理水平，避免了村级财务管理混乱现象的发生。

【Abstract】Since 2004， for seventeen years in a row， China has issued the No.1 Central Document to support the work of the "agriculture， rural areas and farmers"， which has greatly promoted the development of rural economy. Village-level financial management is particularly important in the process of rural economic development， which is not only related to the progress of rural economic development and the stability of rural grassroots political power， but also related to the fundamental interests and happy life of the masses. Therefore， starting from the current situation of village-level financial management， this paper analyzes the problems existing in village-level financial management， puts forward new measures and methods to strengthen village-level financial management， which improves the level of village-level financial management and avoids the occurrence of the phenomenon of chaotic village-level financial management.

1 引言

在新形势下农村发展进程中，村级财务管理在农村发展过程中起到至关重要的作用，关系着农村集体财产安全和基层政权稳定。但是，仍有很多地区农村村级财务管理存在问题，如财务管理制度不健全、资产管理混乱、财务管理内控制度落实不力、财务会计制度漏洞颇多，导致资产流失、账目混乱。因此，为了很好地完善财务工作的漏洞，一定要加强村级财务管理，规范财务行为。

2 村级财务管理的现状

2.1 资产管理混乱

当前，很多地区村级资产管理混乱，导致很多资产流失，影响了村级资产盘活，阻碍了村集体经济的发展。主要表现在以下几个方面：财务人员对村级资产没有进行造册登记，大多村干部对村级资产所有权及数量不清，加之监督机制形同虚设，导致个别村组干部在处置集体土地、房屋等资产过程中，通过阴阳合同，为自己谋取私利，导致集体资产流失。……
