【摘  要】十八大以来，全面从严治党向纵深发展、向基层延伸，面对新形势、新要求，我国国有企业要想抵抗住新时代环境下的竞争和压力，长期健康稳定地发展，就必须提高党建工作的质量。而施工企业作为我国国有企业的一部分，由于其行业特性，企业施工项目点多面广，大部分职工分散在各个项目之中，人员流动性大，施工环境艰苦，因此，抓好施工企业的基层党建工作，提升基层职工队伍的凝聚力和战斗力，对施工企业的生产经营和全面发展极为重要。论文对如何抓好施工企业的基层党建工作展开深入探讨。

【Abstract】Since the 18th National Congress of the Communist Party of China， the Party's strict management has been extended to the grassroots level in an all-round way. Facing the new situation and new requirements， if China's state-owned enterprises want to resist the competition and pressure in the new era and develop healthily and stably for a long time， we must improve the quality of Party building. As a part of China's state-owned enterprises， the construction projects of construction enterprises are various due to their industry characteristics. Most of the staff are scattered in various projects， and the personnel mobility is large， and the construction environment is difficult. Therefore， it is very important for the production and operation and overall development of construction enterprises to do a good job in the grassroots Party building of construction enterprises and enhance the cohesion and fighting capacity of grassroots workers. This paper discusses how to do a good job in the grassroots Party building of construction enterprises.

1 党建工作在施工企业基层项目中的作用

1.1 有利于施工工作的顺利进行

在施工企业抓好基层党建工作可以帮助企业管理者更好地对基层人员进行管理、安排，让工作井然有序。另外，由于工作条件艰苦，党员干部需要有良好的思想政治素质、严谨的党纪企规意识以及高度的责任感，才能更好地完成工作任务，只有抓好党建工作才可以满足这些条件，确保党员干部和管理人员以端正的态度认真对待自己的工作，高质量地完成工作任务。

1.2 有利于健全施工企业内部制度

从中央巡视情况分析，其中，抓党建责任意识不强，三重一大制度执行不力，选人用人问题突出，四风问题边纠边犯，一些领导人员不担当、不作为，一些重点领域和关键岗位存在廉洁风险，工程建设存在利益输送等问题仍然比较集中，说明国有企业党的领导核心和政治核心作用还需进一步发挥。……
